Lieutenant Carl Proctor is the gullible sidekick to Ernie Mauser (films 2~3) and Thaddeus Harris (films 4~6).

Background[]

Upon his debut in the second movie, he is originally assertive but a dimwit and in subsequent appearances. He staunchly supports Mauser until becoming his second-in-command of Mauser's military police academy in the third film. He loses this job after Mauser's academy was shut down and gets another job as Captain Harris' underling. Either which, Proctor follows his superior while being generally nice but screws up the orders. Another aspect of Proctor is his childlike attitude in some adult situations, like when he thought the Blue Oyster Bar was a seafood joint or saying to a bartender, "Could I get a pink - no make it a green - umbrella?" before he introduces himself to a couple of bathing beauties in Florida.

Proctor seems to bear the brunt of some of the biggest pranks, such as being seduced by Mahoney's aerobics instructor, who locks him outside naked of a hotel room and being lifted by a crane while inside an outhouse and placed onto the field of a sports stadium. When Proctor hears the national anthem, he stands up immediately and shocks everyone in the audience saluting the American flag with his pants down. Though Proctor has been subject to Mahoney and co.'s pranks and slapstick stunts, he does not show any antagonism either because he is stupid to realize Mahoney as the culprit or he is very forgiving(likely the latter).

  • In Police Academy 5, it is revealed that he and Harris are related through the marriage of Proctor's sister and Harris' nephew.
  • He also appears along with Harris in the animated series, in which Proctor is temporarily promoted to acting Captain in one episode, due to Harris being hospitalized.
  • There was an original scene in the 2nd movie where Proctor realizes that Mauser was willing to sacrifice Mahoney and his team and helps Hooks stop him, setting up his redemption. After knocking him out, Proctor phones for backup. He realizes how much Mahoney really is dedicated to his job and friends, despite his laidback ways and apologizes to him.
